Abstract

Objective: The study aimed to review the existing scientific literature on strategic plans in municipal management: a review of their dimensions and limitations. Methodology: Using the PRISMA method, 21 studies registered in the Scopus, Web of Science and ScienceDirect databases were examined. Initially, 5,538 documents were found between 2018-2024, of which, after the inclusion and exclusion processes, the most relevant were systematized. Results: The results highlight that dimensions such as transparency and efficiency generate resource management in municipalities, the limitations they present are the lack of technical capacities, dependence on collaborators, unfavorable structures and lack of adaptation to new technologies. In addition, the importance of aligning budgets based on the performance of strategic plans is emphasized. Conclusions: The research shows that, despite significant barriers, there are tools and strategies to improve the implementation and adaptability to strategic plans for the public entity.
