Abstract
The management of research, technology transfer, and outreach projects at the Escuela Politécnica Nacional faces limitations in applying methodologies and standards, as well as in technical-financial coordination. The absence of a project management office affects scientific output, social impact, and knowledge transfer. This study analyzes project management practices in closed and closing projects (2020–2024) using a mixed design applied to 40 projects. A 55.75% alignment with international standards was identified, along with weaknesses in risk management and a disconnect between execution and monitoring. As a solution, the creation of a hybrid Project Management Office is proposed, combining control and support, integrating predictive and agile methodologies, and implementing an integrated monitoring system. Financial feasibility projects an IRR of 14.78% and an SROI of 1.07, strengthening scientific culture, optimizing resource use, and enhancing social engagement.
